Radiation affects Paradropping infantry. This should not be. Allow modders to set the height that it starts affecting infantry though.

Use a unit that produces radiation in a radius, like a desolater deploy

Tell the paratroopers to drop at the radiation field.

Radiation should not affect paratroopers, why?
In real life, it isn't flat, if you know what I mean.

This shouldn't be changed IMO If there's a need for it, maybe optional control over this could be provided later.

I don't consider this a bug. Radiation isn't just on ground level. That's for instance why you won't hear of parachuting competitions in Fukushima for a long time.
