KillDriver should support CellSpread

Bug Description

At the moment, the KillDriver feature can only affect one target at a time. Rewrite this so it works with CellSpread.

This is also related to the Generic Warhead SW, which doesn't support KillDriver either.

That would be the second step, but it is way too large to start changing it now because it affects the way how Ares works at the moment -- and there are many other effects that need to be made compatible with animation damage, like EMP, Chrono Prison, Iron Curtain, ... Not gonna happen for 0.2.

I know, many Ares new effects should be implemented with animation damage. Version number is not the key, the most important thing is that it will be fixed in time.

Beware - once you go down this road we'll get a heap of requests to customize effect radius/percentatmax/coloring/etc on a per-effect basis... (which in my opinion should be handled as a Next= chain with a different wh for each effect instead.)

Ironic an issue which originally was stopped due to insufficient support is such a behemoth now

The idea of a weapon taking out organic entities and leaving mechanical things intact sounds great

About 0.2, what is left to be added/removed/tweaked to satisfy a release? Am curious is all

From look of it, and forgive my short-sightedness if am so, it appears Prism Forwarding is sound and the basework of KillDriver is laid and the other stuff is little extras

I support an update for KillDriver to support cellspread aka like neutron shells / mines in ZH logic
