Good find. It's either a documentation mistake or the wrong flag is read in the source code: Manual says it's "Survivor. PilotCount= ", but Ares reads "Survivor.Pilots=" instead. If you use "Survivor.Pilots=", it should work.
Most likely it will be "Survivor.Pilots=", because it's similar to Passengers=.
