Robot tank always starts active when is created by an UnitDelivery SW

Bug Description

Using a UnitDelivery SW I noticed that Robot tanks [ROBO] independently of the negative energy or if the player has a building with PowersUnit=ROBO it always start active (in ground or in water) until you send an order (move, attack...) that then will be disabled (in water it will sink).

AlexB not exist .dll for 1003, only 1002 & 1004 (If I try to go to the r1003 that branch continue being marked as 1002).

About the test this bug can be reproduced in revision 1002 & 1004.

New various-fixes and v02 binary uploaded. Unpowered units will shut down now when placed by the UnitDelivery SW.

I tested the new binary v02.12.115.1265 and I confirm that this bug has been fixed.
