Bug Description
Using a UnitDelivery SW I noticed that Robot tanks [ROBO] independently of the negative energy or if the player has a building with PowersUnit=ROBO it always start active (in ground or in water) until you send an order (move, attack...) that then will be disabled (in water it will sink).
