TogglePower tag on buildings is being ignored

Bug Description
When a Toggle power "SW" is used to disable buildings TogglePower tag is ignored & works depending of other factors.
Now by default buildings are hardcoded to "TogglePower=yes" if:
"Power=" < 0
"Power=" >= 0 AND "Powered=true"
If buildings have "Power=" >= 0 AND Powered=false (or not have the tag "Powered=") buildings are hardcoded as "TogglePower=no".

I think that TogglePower=no should ignore negative values for "Power" & "Powered"=true tags.

The new Toggle Power keyboard command should fix this issue. It properly goes into toggle power mode, which supports cursors and the TogglePower tag. No changes to the way Power= and Powered= tags are used, though.
