Bug Description

Delink VehicleThief & Thief so Thief=yes isn't required to get a working hijacker.

Thus fixing the guard mode bug & also remove the need to make hijackers spies as well.

Not sure about the guard mode bug but but I believe Infiltrates=no or some such fixes the vehicle thief trying to enter a refinery.

What is the details regarding guard mode bug?

I think a fix for NonVehicle=yes is valid for this issue though.

EDIT: Ah ok but to be fair a vehicle thief you would treat like a spy or terrorist e.g. you wouldn't want a spy or a terrorist to be actively seeking out threats.

Hmm, I guess being able to control if a hijacker can guard is enough to change my position on the issue.

Related to issue #322: VehicleThief doesn't check NonVehicle any more. It now uses VehicleThief.Allowed.
Related to issue #733: Unlinked permanent mind-control and delete hijacker if KillDriver is used.
Fixed issue #762: Hijacker and mind control should work well together now.
Fixed issue #1403: VehicleThief doesn't need Thief=, Infiltrate= or Agent= to work.
Fixed issue #1493: CanDrive= implemented to reclaim neutralized vehicles. Compatible with VehicleThief.

Documentation updated.

Tested r1039 & "Thief=yes" isn't required to get a working hijacker (only VehicleThief is required).
