wtf is a .ncd file?

And could you describe the problem a little bit more? I think I know what issue you're talking about but I can't be certain...

ncd is a nero photo snap shot u can find it in the yuri derictory . and what
a'm talking about is that helicopters like nighthawks and seige choppers
dosen't face the enemy like other unit's that don't have tuuret like the allied destroyers insted the face anther derction and fire at the enemy
that my friend looks very stupid

You know, by editing out one tag you can solve that? *facepalm*
And then, knowing that, think about why they didn't.
Nothing?
I'll tell then.
If said tag is edited out, the unit has to line up exactly with the target in order to fire.

BTG, you obviously haven't ever actually taken out OmniFire=yes from a chopper unit, have you?

That tag is in there in the first place because of a bug. The bug makes choppers NEVER turn around when given a direct fire order. So, that being said, taking out OmniFire=yes from a chopper would render it unable to attack, because it will almost never be able to perfectly line up with its target. This is far more than a simple matter of convenience.

That said, I believe he is requesting a way to force a chopper to change its facing when in an attack mission.

Actually WoRm, he was saying it was a bug that it DIDN'T face it's target which is, in fact, not a bug and thus shoudl be closed or reposted as a feature request (which already has been IIRC).

While original report is poorly worded, jumpjet vehicles would need the rotation bug solved still so attack order will rotate the flying unit into the right facing for firing, currently this works very poorly and there is no choice but to use OmniFire=yes weapons to get around the facing issue or else unit will be unable to fire completely since fails to turn.
