SpyEffect.Custom infiltrations always sabotage radar

Bug Description

I just today noticed when the AI was excessively spying me to death, that it seems that whenever a spy enters any building with SpyEffect.Custom=yes set, it always sabotages your radar no matter what, along with any other extra effects you listed. Obviously, I did NOT explicitly set the radar sabotage flag on any of my buildings (not even radars =D).

For the record, I haven't tried simply putting SpyEffect.ResetRadar=false (maybe you set the default value incorrectly?). I will try that soon and get back to you. Problem occurs on rev. 667.

It should be SpyEffect.ResetRadar=false

Fixed issue #214: ChronoSphere and ChronoWarp mouse cursors are animated.
Fixed issue #1008: Only enabled SpyEffects should take effect when infiltrating.

Changed MouseCursor parser to use better default for Interval.

Tested this by spying my barracks with an AI controlled spy, radar was not reset, so this seems to be fixed indeed.
