Aircraft-specific reload times

Bug Description

In RA2 and YR, all aircraft were bound to use the ReloadRate= statement in [General] to determine how long it took to reload 1 ammunition when landed on re-arming structure.

This should be changed to allow a Aircraft specific ReloadRate (or Reload= ...), as not all aircraft are like YRs, matching in ammo count and relative power.

Being able to customize this per aircraft gives modders another dimension to balance their aircraft, allowing air units with powerful attacks, like bombers, to not reload as fast a 1-missile Harrier-like jet. A plane with a flurry of weaker missiles would not need to sit on the airpad uselessly for a long time after each attack.

I am in favor of this idea. It would add a new layer of plane combat that YR sorely lacks. The implementation ideas are nearly limitless!

Lost mainly because it's completely pointless to have aircraft-specific Ammo-related flags, when #bug:316 introduces weapon-specific Ammo-related flags.
