Allow units to be destroyed by EMP

Bug Description

Currently BalloonHover units can be EMP'd in mid-air. They hover deactivated. This makes sense for the Kirov but not for the Siege Chopper. There should be a way to destroy these units and let them crash. The tag could also be used for tanks, infantry and buildings.

##### ADDITIONAL INFORMATION #####
I propose a tag like EMPLimit={yes/no/inair/x}. This would destroy a unit that has this value set to yes, set to inair if it is currently flying, or x frames of EMP is dealt. This would default to no for everything that is not BalloonHover, inair otherwise.

Related to issue #896: Implemented as EMPThreshold=int (default: -1). TechnoTypes will be destroyed if they are EMP'd while in mid-air. Set to 0 to not destroy the Techno. Set to positive values to destroy it only if this amount of EMP frames is exceeded.

Fixed issue #878: EMP'd infantry is no longer allowed to deploy. TS doesn't know deployed infantry and thus could not handle it.
