Aircrafts may not damage buildings with SolidHeight

Bug Description

Projectiles fired from above onto a building won't damage it they hit it too far from the ground. In order to take damage, building MUST be hit near the bottom, otherwise nothing happens (except for the projectile exploding). No damage is dealt. Weapons with CellSpread may damage the building, if the projectile will explode close enough to the bottom.

Projectiles fired from the ground also won't damage the building if they hit it too far from the ground (like artillery accidentally hitting an Allied Tech Center).

##### STEPS TO REPRODUCE #####
Setting a large number in building's SolidHeight (or just make it equal to its Height) and attack it with an aircraft (projectile needs to have SubjectToBuildings=yes). Tall buildings (like Allied Tech Center) should be best to test it.
