As posted in this thread, Upgrades cannot have build limits, radar/spysats, or oil derrick functions, as well as being accepted entries for AuxBuilding. Perhaps enabling these functions could be possible?

Should this survive DFD with #bug:596, or even alone, the request itself should be disregarded, and the given limits should be checked to be working while implementing upgrades as suggested in bugnote:4877, imo.
