Allow FreeUnit to take any unit not just vehicles

For Aircraft, we can use the PadAircraft logic to have an aircraft factory come with a free unit but this only works for 1 AircraftType. It would be nice if we could have two new flags
    FreePadAircraft=ORCA,BEAG
    FreePadAircraftNum=3,1
...to, say, have the Airforce Command HQ come with 3 free Harriers and 1 Black Eagle

As well as having FreeUnit= accept a list of VehicleTypes, InfantryTypes and non-pad AircraftTypes, and a new flag
FreeUnitNum=
... to specify how many of each unit (defaults to 1 for each unit in the list)

If so then which should continue on in DFD - this or 331?
