Modification to custom mouse pointers logic.

Bug Description

One thing that would be handy would be to allow modders to respecify the frames of existing actions using the new mouse pointers logic.
Taking the old RP logic as an example:
[MouseCursors]
ChronoSphere=357,12,2,516,-1,12345,12345

This could be used to re-enable the animated Chrono Sphere cursor. It could also be used to specify cursor frames for unused actions like Tote and Heal, which are currently both set to the same frame, therefore causing graphical issues whenever you have a Carry-all or Medic unit.

While the superweapon side of this can be done already, custom cursors on a per-weapon basis is the way to go IMO

I think the other request for changing the cursor for specific actions on a per technotype basis would be the way to go, just change the attack action cursor for the unit with a given weapon. The benefit is that it also allows changing none weapon based aspects of the unit such as enter, or more importantly heal and tote which aren't hooked up to a proper cursor in YR as it stands.

This request of mine is probably rather useless now anyway given that I had originally made it entirely on the assumption that Ares would re-use the [MousePointers] system that RockPatch (and subsequently NarmPatch) utilised.

But the original idea still stands - the ability to alter the designated cursors of pre-existing actions. However, Blade makes a good point in that customisable Tote and Heal cursors would be more useful on a per-TechnoType basis.

@MRMIdAS - the request has nothing to do with custom weapon cursors, it's an in an entirely different request somewhere else. This is just about changing existing Actions' cursors.

LOL, I got confused by MRMIdAS comment and replied more based on the changing actions on a per weapon basis was bad than per units was better than global. I would still think per unit would be the best way to do it however, you could change the move cursor for chrono-move units for example to use the alternae cursors in mouse.sha. Removing the hard code on the global stuff would be nice though. This and #215 should be linked IMO as they overlap somewhat.

17.139.1131, [MouseCursors] section and the cursors defined there work properly for weapons, SWs and all techno types alike.
