Various Random Map Generator Improvements

Bug Description

Improve the Random Map Generator in these ways:
- Enable the Archipelago map type
- Enable random desert maps
- Enable the generation of urban areas and add a checkbox to control it
- Fix snowmd.ini to make urban area generation work on random snow maps
- Disallow paved road curves to be used as road ends

Re-opened as per
RMG still chucks an IE when urban areas is selected.

I'm using TX if that makes any difference.

Confirming Archipelago maps work, as does generation of Desert maps.
Only issue is that one I mentioned on IRC - if Desert is selected as a theater, and then you re-enter the RMG after making a desert map, the theater list box has a blank value. Generating a map with this blank field results in this IE (http://renproj.pastebin.com/f52387b3b).

The "Surprise Me" button never picks Archipelago or Desert.

Might I also suggest that entries in rmgmd.ini be created to customize lamps, lighting and such for desert? In the mean time, what does desert default to using from rmgmd.ini?

lol, we really need a developer who actually uses the RMG to look at these :) I almost never use it so I never even thought of those questions...
