Bug Description
The ApplyDamage=yes flag combined with IsSonic=yes is unreliable.
To reproduce, perform the following:
1. On SonicZap and SonicZapE, set AmbientDamage=0, ApplyDamage=yes, and
Damage=50.
2. Start a new game and build a few Dolphins, such as 8.
3. Order those Dolphins to attack a target, such as an Aircraft Carrier.
4. Observe that some of the waves deal damage and some don't.
The correct behaviour is that all waves will deal damage on impact instead of only just some.
