Bug Description

TogglePower=yes has some effect on all buildings: displaying poweroff.shp, no more drain.
But other functions aren't turned off.

When turned off:

>FactoryPlant=yes buildings and their CostBonus are still in effect (so players can build an Industrial Plant or any FactoryPlant=yes building, turn it off to get rid of its drain, yet still have the cost bonus.)

>SpySat=yes buildings still keep the map revealed.

>OrePurifier=yes buildings still give PurifierBonus.

Those are functions added to RA2/YR which weren't supposed to use the TogglePower function, so no wonder they are not affected.
