PoweredBy and TogglePower issues on animations

Bug Description

If a building using the PoweredBy= logic is unpowered by any means (either by low power, powering building not present on the map, or powered building being unpowered) and is disabled and reactivated by TogglePower, its active animations will play as if it was back online.

Everything will return back to normal if power will return and PoweredBy= structures are present and active.
