At least with paradrop, you could target over the water, and the paradrop plane would simply target the nearest ground (in reality, the nearest set of tiles passable by infantry). EDIT: I now understand the reason for the landing issue; Where you target is where the drop pods appear in the sky, but the units will land several cells away in the southeast direction. So if you target right next to a shore that has water SE of it, no units will land because the drop pod animation would end with the units landing in the water. Interestingly, if you target in the water with land just SE of it, the drop pods will appear over the water but the units will still land on the shore). It's a neat implementation, but hopefully there's a solution/workaround for landing near impassable ground issue.
