Stuff in [#include] section in a map can not be overridden by edits in map itself

Bug Description

Not sure bug or not but when i do this in a map:

[#include]
2=mpra1md.ini

[FASYRD]
TechLevel=11

I can still build Fake Soviet Shipard it has TechLevel=3 in mpra1md.ini.

I want to use include here because i want all ra1 mission code same.

Note: I can still override code from a included ini tagged from Rulesmd.ini in a map.

Maps were never meant to use the [#include] section. It's only meant to be used on the game start when all main ini files are loaded, so maps (which are read later) can't use it.

What i exactly need is mission map haveing a gamemode. [#include] looked to me like a good solution but it has this problem.
