Bug Description
Up to 0.9, and without Ares, powerplants have their idle/active animations enabled when the framerate is high enough, and disabled when it drops below a certain number.
In 15.299.1385, no matter the framerate (tested with changing game speed settings), powerplants have their idle animations always disabled, with one exception: when gamespeed is chanegd from low to high (for example from 2 to 6), they start playing for a very short moment, but they vanish again afterwards.
This happens because of DetailLevel=2 on those animations, and stops happening when it's removed. It's also an issue in unmodded YR with the 15.299.1385 build, as said animations all have DetailLevel=2 set in YR's ArtMD.ini file.

Thanks. It's a bug in the latest Ares build and a fix has actually been committed that very day it was released. It has been reported many, many, many, many times already.
