Pre-placed Academy affects pre-placed objects

Bug Description

If an Academy.XXXX structure is pre-placed on a map, then it will affect all other pre-placed objects of the XXXX type on the map.

While this might be used as a feature, it's bugged. For example, if there is an Academy.BuildingVeterancy= structure in the middle of the structure list on the map, then it will affect only structures that are list after it. The ones listed before won't get veterancy at all.
I don't know how it works for units and infantry, but i suspect that it might depends on whether the structure list gets loaded before, or after the units/infantry list. If it's loaded before - there will be veterancy, and when after - no veterancy.

This needs either fixing or adding a note in the documentation (i think the latter would be the best solution, it would allow people to "customize" their veteran units per map).
