AI prerequisite problem at triggering teamtypes

Bug Description

The AI obeys prerequisite= tag when building structures as if they follow the actual step-by-step base build ups.(Example the AI wont build battle lab if it still doesnt have radar and factory).

However the ai seems to ignore the prerequisite= when building its team of units.
(Example the ai may buy rocketers without having airforce command headquarters if given a triggertype that triggers it without possesing GAAIRC/AAMRADR---------like in pool teams/credit status/low power status/ enemy possesion triggers.)

Deezire guide tells that you need to use tech level setting in trigger types like in the parenthesized below:

TJC0957C-G=SOVIETSOLOAIRSTRIKE,TEAM957C-G,<all>,(10),-1,<none>,0000000000000000000000000000000000000000000000000000000000000000,70.000000,10.000000,70.000000,1,0,2,0,<none>,1,1,1

but this is not always followed (or not followed at all) especially if the trigger is given a high probability of triggering.

The AI never followed prerequisites for units. It only "does" when you set it as a condition for the trigger.
It also ignores ownership and house requirements.
