UC building that Partially Occupied by Civillian Units are still Occupyable by Other Players

As long as a structure is owned by civilan, it is occupiable. Occupying a structure changes its owner to the occupying house. Thus, buildings occupied by civilans are still occupiable. I don't consider this a bug. Civilian structures aren't supposed to be "occupied" by civilians.

I have lots of Civilian Bases on my maps, and civilian occupied buildings as well. For example http://www.moddb.com/mods/red-alert-2-yuris-revenge-cncd2k-mod/images/airfield-in-alamo-mkii . The pillboxes in my mod are occupyable and this ones are occupied. There are many examples in my mod. Alamo is occupied as well in same map. Occuping buildings are a part of Civilian bases.

Occupied by what? Technicians? Or actually GIs? Because Technicians just waste the building and GIs or any other buildable infantry makes no sense. Militia defenses are so-so okay, but militia garrisoning buildings just waste the point of the feature itself.

GIs and GGIs in Alamo mk2, Concripts in Russians End map. Some bases are not civilian in fact, they belongs to civilians faction but they are army bases.
