Temporal weapons always act if TogglePower is enabled

Bug Description

Using a Temporal=yes weapon upon a building will set the target to be powered off (show the poweroff animation), and if the weapon gets interrupted, the building itself is left in an off state (keeping poweroff anim and disabled functions), regardless how [General]->TogglePower is set.

A structure toggled off remains unpowered when affected by a Temporal=yes weapon (power off animation doesn't go away), and remains so after the weapon stops attacking.

A structure working normally stops draining power when affected by a Temporal=yes weapon (no power off animation is shown), and when the attack stops, it immediately goes back online (and starts draining power again).

I couldn't reproduce the issue with just Temporals, but with a combination of EMP and Temporals. If a turned on building was affected by EMP and then Temporally attacked, it would be turned off when the firing was aborted and the EMP subsided. This shouldn't happen any more.

Probably because the structure you tested on didn't have toggle power enabled? :P
I could get Graion's issue with just temporals and toggle power command (using both on a structure that can be toggled on and off). The above post has the results testing the same with the newest build - those issues didn't happen there anymore.
