Can't build anything when you should be able to

Bug Description
It seems that sometimes a situation occurs in which you should be able to normally build objects (structures, units, infantry) from their respective factories, however nothing is being produced. For units&infantry you queue things endlessly while nothing is being built and for buildings you keep hearing "Cannot comply, building in progress" despite the fact that none of the cameos is shaded, nothing is 'Ready', nothing is under construction, nada. You have to rebuild the proper factory to restore this capability. I don't recall this happening in the original game. Ares 0.4.

A similar issue happened to me several times in in a multiplayer game when you cancel the production of a structure and immediately start producing it again. However, while no cameos where darkened then, the production still went normally, the structure was "ready" when the timer finished, and when i placed it everything went back to normal.
I also didn't try to cancel my building construction when i got this issue, that might be the reason why it could finish.
This happened first time with one Ares update, but i don't really remember which one (probably some 0.3 build).
