Animation can not spawn AE effects

Bug Description

There may be an error in my code, not sure.
I have an animation that looks like this:

[TWLT100]
LoopCount=-1
Warhead=AESpawnerWH
Damage=10;Just for testing
Report=Explosion10

And its warhead in rules:

[AESpawnerWH]
CellSpread=2
Verses=0%,0%,0%,100%,100%,100%,100%,100%,100%,100%,100%
AttachEffect.Animation=TWLT070
AttachEffect.Duration=-1
AttachEffect.Cumulative=true
AttachEffect.SpeedMultiplier=1.5

So when a vehicle enter the animation, it gets affected by the Damage tag, but no AE effect is triggered.
