LandTargeting + NavalTargeting + AA Secondary Issue

Bug Description

Basically, if unit has combination of both LandTargeting=1 & NavalTargeting=6, meaning that firing on both land and water is disallowed, and a Secondary weapon that can fire into air (projectile has AA=yes), the said unit will always use it's Secondary weapon when firing on air units even if it's Primary weapon would also be able to do so. ArmorTypes & Warhead Verses values seem to be respected. This is unexpected behaviour, considering game always favors Primary over Secondary in any other cases, provided that Warhead Verses values & target Armor types do not dictate otherwise.

Because having unit with two AA-only weapons that have Warhead Verses values covering same ArmorTypes seems mostly pointless endeavor, this bug mainly causes issues Siege Chopper-style deploy via IsSimpleDeployer=yes, where you unit swaps between two different AA-only weapons. With above-mentioned LandTargeting/NavalTargeting configuration, the unit will use it's secondary weapon in undeployed mode, even if Primary would be otherwise used. However, in this case you can force the Secondary weapon to be used only in deployed mode by adding NeverUse=yes on the Secondary weapon. Targeting, auto-acquiring & force firing still works normally for such weapon when deployed, despite the presence of NeverUse=yes, but the Secondary weapon won't be used in undeployed mode at all now.

Whether or not actual fix to this problem is required in presence of a workaround (for IsSimpleDeployer=yes only), I will let others decide.
