Add an Udev rule for Arduino boards

Bug Description

I have installed the Arduino package on Ubuntu 10.10 and immediately connected my Arduino UNO via USB, but the Arduino IDE didn't detect my Arduino board. I found out that an Udev rule is needed for some Arduino boards.

So it would be nice when the necessary Udev rule gets installed along with the Arduino IDE.
