Bug Description
currently, when S3 is having a problem, we don't learn of it until the end of the first uploaded file in a series has completed uploading, which is a 1GB file. as a workaround, we'll upload a small file (the MANIFEST.txt) first, and hopefully dramatically reduce bandwidth during S3 outages.
