Bug Description
Kris asserted that, from experience, we should upload crl bundles (config, reports, logs).
this was after mentioning the alternative of re-generating config and logs from WARCs.
i'm still not convinced crl bundles are necessary. more analysis needed.
also, we'd need to solve the problem of where to put crl bundles, and how to associate them with specific warc series.
