FR - stop flashing images on archive.org home page, or at least slow the rate

Bug Description

As a general rule, web sites should not have animation unless the user has rolled-over an element, made a selection, or requested something. Slow-scrolling images in widgets, or slowly changing images, with fades, is OK.

The flashing images on the home page of archive.org are annoying to many people whom I've talked to. Some have brought it up without my prompting. I tend to avoid having the page open because the rapidly changing images makes me anxious.

The reason for the changing images, as I understand it, is to emphasize the variety and quantity of our content. We may still be able to get this idea across using one of the following options:

* choose a random image every time the page is loaded (no changing at all while looking at a page, but still some variety between sessions).

* use some cool trick to fade between images, or scroll through a random sampling (s..l..o..w..l..y)

* Allow the flashing, but decrease the rate considerably.
