Arabica wrapper script for MS Windows is not implemented

Bug Description

The Arabica wrapper script file arabica_wrapper.bat is basically empty.

The reason is that none of the core coders have very much experience in MS Windows shell scripting. We are actually not fully sure the MS Windows shell is up to the job, and we may actually be required to implement a proper Windows binary program to do the task. Additionally, when Cygwin or something similar is installed in a Windows box there may be issues of MS Windows actually running the Linux/Mac bash script instead, and likely crashing too. We also need to study the behavior of Matlab in MS Windows environment. One thing is sure though, MS Windows scripts (or binaries for that matter) will not support the convenient symbolic link shortcuts supported in Linux/Mac bash.
