There are no skip links for non-css browsing

Bug Description

When looking at the start page without css rendering, the user has to manually scroll past the header and any other "fluff" before getting to the main content. It would be great to provide "skip" links at the top of the page (of course hidden on all media apart from screen with no css) that would allow the user to quickly jump to the content.

This is fixed now. There are skip links on the intro page. The links only show up on handheld media or if there is no style sheet applied
