Duplicate 'Packages' and 'packages' names

Bug Description
The names of 'Packages' file and 'packages' directory in the root of APTonCD disk differ only with the 'P' case. Though one can only encounter a problem in quite unlikely circumstances (copying APTonCD disk contents to a case-insensitive FS) this doesn't seem to be hard to fix.
