cant install google talk plug in but says its installed

Bug Description
i have been trying to install the google talk plug in from gmail (i have the Ubuntu software) and it says its installed, but everytime i try to use it it tells me that i need to install the program. that same download page told me to contact this site. i dont know why that is, since if downloaded it all and i have reintalled it just to make sure.
