All Install Attempts get An unhandlable error occured

Bug Description

I went on a spree trying to get a theme working, installing eset nod32 antivirus, and so forth.
then i tried to install VLC and ran into a bunch of issues. I was able to repair the install/end the install to get synaptic and the ubuntu software center to not give errors, but now i can't install anything. not sure what the best google search is. can't install anything. tried every ubuntu version of chess and they all fail. running amd64 build. newest build of ubuntu installed today and updated fully before I want on the install spree. should i just reinstall the OS?..

I gues i should more say that the issue now is with ntfs-config. it won't let me remove/completly remove, nor reinstall. it's just stuck

Same exact issue, also to add when trying to use apt-get through terminal I get:{

E: Could not get lock /var/lib/dpkg/lock - open (11: Resource temporarily unavailable)
E: Unable to lock the administration directory (/var/lib/dpkg/), is another process using it?
}
No matter what I try to do.

Restarted my computer for the 5th time or so and I got that message. Seemed to have fixed the problem for me.
