can't install packages, or unisntall packages, sometimes get random dpkg errors and apt-get errors

Bug Description

well im not sure if its related but i was having problems with removing some software, i was removing mono, and after i did suddenly both documentation packages for mono were installed (i never installed them) and then i removed them then mono came back... then i removed it then the http form of the mono documentation came back, as so on ( still have documentation cant get rid of it). now i'm not very smart when it comes to very in depth computer problems, but this is just weird i'm not sure what could have caused this, and after this no installing or uninstalling of things, synaptic wouldn't load, Ive tried fixing apt with -f, i've tried dpkg configure -a (not writing these terminal commands out all the way i did put them in correctly) and a couple other things... i don't know this is just odd, i may just reinstall Ubuntu and see if i can reproduce this then i may have more info, not sure maybe i just messed up somewhere. oh and ubuntu tweak which i was just trying to install is also broken now, but i cant fix it because of the problems stated above.

software center gave me this as further information.

now getting update manager errors, can't retrieve update info telling me to fix apt again which seems to do nothing.
and if it helps im using Ubuntu 10.10 x64 and by the way im completely new to this so if i've giving any information incorrectly or need to give more please let me know.

Um I'm pretty sure seems to be the xml package for mono documentation was broken, I had to completely remove it and install then I ran through fixing apt and such and everything was going good again so far so yes.
