Bug Description

We need to add support for resolving config file conflicts by adding another signal and waiting status

I would suggest to solve the issue in the same way as media requests:
Stopping the transaction, setting the status to
STATUS_WAITING_CONFIG_RESOLVE and continuing the transaction after the
user's choice.

This is mostly fixed in trunk/ now, I add a task to software-store to ensure that the conffile prompt is setup. It also needs testing, there is a repository at lp:~mvo/+junk/test-package-repository that contains a "prompt-package" that can be used for testing.
