Bug Description

In autopkgtest.ubuntu.com, I'm seeing various PEP 8 related failures, e.g.

There's actually (IMHO) only one valid failure in apport/aptdaemon.py. Another problem is that the --exclude pattern in the pep8 test is incorrect. Finally, as I've said in this pep8 upstream bug:

E402 is essentially bogus, at least as it related to common usage of dunder settings in aptdaemon's code.

Attached is the quilt patch I'm going to upload to Ubuntu.
