There seems to be a programming error in aptdaemon, the software that allows you to install/remove software and to perform other package management related tasks."....i get this every time when i try to install or remove any program or apps...

This also affects me with the exact same error message and details. It will resolve if I reboot my system. I am running 12.04 LTS
