appscale-term-instances does not delete security group properly

Bug Description
It always attempts to delete group "appscale", when it should be doing the following:
1) user runs terminate-instances
2) we terminate all the instances
3) we wait for them to become 'terminated'
4) we delete the security group the user specified.
