Bug Description
If the Euca system is in managed mode, where there are public/private IPs, HAProxy tries and fails to bind to a public IP, preventing AppScale from coming up correctly. The fix is to use HAProxy with only private IPs. This does not seem to be a problem with EC2 where it uses fully qualified domain names.
