Blobstore API fails to report failures

Bug Description
If the blobstore server is down, blobstore API calls should return failures. Need to see what the failures are on GAE and make them the same on AppScale. See the capabilities sample app for the use case - basically just the files API. It returns the same thing whether or not blobstore is up or down - clearly this should not be the case.
