Replace the stub implementation of email in GAE with python email client.

To support the email to admin, we need to be able to query for the owner of the app. This may be a request to the pbserver which returns admin email addresses. To enable email support I am adding the --enable_sendmail in the appserver, and adding sendmail to the image for the core install.
