Confusing error message if ptrace_scope is not set to 0

Bug Description
This can be considered usability bug. Apport complains that it can't find any debugging information for any packages, even if -dbg packages are installed.
User must set /proc/sys/
Apport should check if this kernel variable is set correctly and give user an option to set it if needed.

/proc/sys/ kernel/ yama/ptrace_ scope defaults to 1 now, and I haven't noticed any problem with apport. Can you please be more specific what breaks, and how to reproduce it? Thanks!
