Confusing error message if ptrace_scope is not set to 0

Bug Description

This can be considered usability bug. Apport complains that it can't find any debugging information for any packages, even if -dbg packages are installed.

User must set /proc/sys/kernel/yama/ptrace_scope to 0 to get Apport working. For most users this is way too difficult, and it's also hard to find out what needs to be done.

Apport should check if this kernel variable is set correctly and give user an option to set it if needed.

/proc/sys/kernel/yama/ptrace_scope defaults to 1 now, and I haven't noticed any problem with apport. Can you please be more specific what breaks, and how to reproduce it? Thanks!

I think this issue doesn't occur anymore on Natty so this can be closed?

The problem was that when an app crashed, Apport never found the debugging information.
