apport submits reports with deleted libraries in ProcMaps

Bug Description
As we can see in bug 1764216 a crash report was submitted with the following information its ProcMaps:
/lib/x86_
This ends up being unretraceable because we don't know for sure what version of the package provided that file. Subsequently, many resources can be spent trying to retrace these crashes which is wasteful.
It'd be best if apport checked to see if the ProcMaps attachment contains any deleted libraries and sets MarkForUpload to false.
