This is a downstream KDE bug where the developer found that bug is actually in appmenu-qt. Here is the downstream KDE bug:

In summary:
In KDE 4.10, when the Top-Screen Menubar is enabled [1] the user cannot press i.e. Alt-f to open the File menu, Alt-e to open the Edit menu, etc.
