Bug Description
Open an application with a menu bar and press F10. You will get a menu expanded from the application's now hidden menu bar. Same behaviour if you use a shortcut like Alt+E to open the Edit menu.
The problem here is the global menu should be doing this; not the application's own menu bar. Because the application's menu bar takes up no space, the expanded menus (no matter which one you've opened) are always at the top left corner.
The current situation is confusing, it breaks keyboard accessibility because there is no highlighted title for the open menu, and it looks ugly.
We need the GTK part of this to catch the appropriate signals and send them to the global menu.
