PackageKit constantly checking for updates

Bug Description

Something is causing PackageKit to constantly check for updates (once every 8-10 seconds!). This has a very detrimental effect on my laptop's battery life, as PackageKit is constantly running.

Attached is the last 200 lines of `journalctl -u packagekit.service`. I attempted stopping the PackageKit service, but it is automatically restarted. I also tried rebooting and it continues constantly checking for updates once I reboot.
